TLDR: Yes, in general. Foundational dose-response research shows that untrained lifters reach near-maximal strength gains with lower training intensities and higher frequency, while trained lifters need heavier loads and, eventually, more total sets to keep progressing. However, this applies mainly to how much stimulus is required, not to what kind of program structure is needed. Newer evidence suggests the basic exercises and general approach that work for beginners also work for intermediate and advanced lifters.
What the research says
The foundational work here comes from Michael Rhea and colleagues, who published a meta-analysis in Medicine & Science in Sports & Exercise in 2003 pooling 140 studies and more than 1,400 effect sizes. They found that training status changed what dose of training produced the best strength gains. Untrained individuals saw maximal strength gains training each muscle group three days a week at a moderate intensity, around 60 percent of one-rep max. Trained individuals needed a higher intensity, around 80 percent of one-rep max, but achieved their best gains training each muscle group only twice a week. Across both groups, around four sets per muscle group produced the largest gains in that analysis.
A follow-up analysis by Mark Peterson, Rhea, and Barry Alvar, published in the Journal of Strength and Conditioning Research in 2004, extended this to competitive athletes specifically, an even more trained population than the general trained group in the earlier work. For this group, maximal strength gains required a further step up in both intensity and volume, around 85 percent of one-rep max and roughly eight sets per muscle group, still at a frequency of about twice weekly. Taken together, these three tiers, untrained, trained, and athlete, show a consistent pattern: as training status advances, the volume and intensity needed to keep producing strength gains tends to rise, even as the ideal frequency tends to fall slightly.
For hypertrophy specifically, the picture is less cleanly separated by training status, partly because most of the large dose-response meta-analyses, including the widely cited 2017 Schoenfeld, Ogborn, and Krieger analysis discussed in our piece on weekly set volume, pool data across untrained and trained participants rather than reporting the two groups separately. What that body of evidence does show is that meaningful muscle growth is achievable at more modest weekly volumes, and that the highest volumes studied mainly separate themselves from moderate volumes in more trained populations, where the body has adapted enough that added sets are needed to keep producing a new stimulus.
Where this needs a caveat
The 2026 American College of Sports Medicine resistance training guidelines complicate part of this picture in a useful way. Among the outdated beliefs that update explicitly moved away from was the idea that beginners need a fundamentally different program, in terms of exercise selection or equipment, than more experienced lifters. That guidance is about program structure and exercise choice, not about training dose. It is entirely consistent to say that a beginner and an intermediate lifter should both be doing squats, presses, and rows, while also saying the beginner needs less weekly volume and can progress at a lower training intensity to see results. The dose-response research and the newer guidance are addressing different questions, and treating them as contradictory is a common misreading of both.
The practical takeaway
For someone newer to structured resistance training, starting near the lower end of the weekly volume range covered in our piece on weekly sets, and training at a moderate intensity two to three times per week per muscle group, is well supported by the dose-response evidence and is enough to produce real progress. As training experience accumulates and the easy early gains taper off, both training intensity and total weekly volume typically need to increase to keep results coming, which is really just the principle of progressive overload applied across months and years rather than within a single session.

Knowing when you have actually outgrown beginner-level volume, rather than assuming you have, is harder to judge by feel than most people expect. Progress that has genuinely stalled at a given volume is different from a normal week-to-week fluctuation, and the only reliable way to tell the difference is a consistent log.
